the Public Works Sub-committee
is responsible
for recommending the inclusion of new capital
work items into the Public Works Programme and
for approving changes to their scope or
estimated cost.

The Public Accounts Committee is chaired by
a non-official member of the Council. Its main function
is to examine and report on the findings in the Director
of Audit's Report on the Government's annual statement of
account and to see that public expenditure has not been
incurred for purposes other than those for which the
money was granted.

Paper

Since the commencement of, the 1985/86 session,
the role of the Legislative Council has developed
substantially.
In order to cope with the marked
increased in the volume of business the frequency of
Council meetings has increased from fortnightly to
weekly.
The Council's role in scrutinizing new and
amended legislation, and in helping to shape Government
policies has been developed in Select Committees and in
numerous ad hoc groups and panels. Council Members meet
regularly with a wide-cross section of Hong Kong people,
