As a general point, members agreed that a further
section is required to discuss the implications in political
and balance-of-power terms of the effect of the various
options on the overall membership in Council. In particular,
it was thought that the implications of elected members being
in the majority in the Legislative Council must be clearly
spelt out, if the Green Paper is to inform the public
adequately of the possible consequences of particular options.
