The Secretary of State has considered your submission of 28 January, together with the comments of Mr Renton (Mr Henderson's minute of 29 January).

The Secretary of State is generally content, but has made the following specific comments :

He agrees with Mr Renton that the message should be as specific as possible about dates in March for the meeting with Wu. 27 March would be ideal for the Secretary of State; we could offer that, with 23 March as a fall-back.

The Secretary of State is keen to avoid all humorous references to the Year of the Rabbit.

The Secretary of State wonders how Hong Kong opinion is reacting to the recent leadership changes in Peking (your para 5).

The Secretary of State agrees that Mr Renton might give a confidential briefing to MPs with a direct interest in Hong Kong, particularly before publication of the White Paper.

The Secretary of State nevertheless agrees with Mr Gillmore that the House as a whole may expect a Ministerial statement.
