SELECTION OF APPOINTED MEMBERS OF LEGCO AND ANY WHO

OCCUPY A BROADLY COMPARABLE POSITION IN THE SAR

LEGISLATURE (PERHAPS ON THE BASIS OF ELECTION BY A QUOTE

GRAND ELECTORAL COLLEGE).

OUR INITIAL COMMENTS ON THESE ISSUES ARE AS FOLLOWS:

THE EXECUTIVE.

OUR MOST PRESSING NEED IS TO DEVELOP OUR THINKING IN THIS

AREA. WE HAVE TOUCHED ON IT IN PAPER II OF TRILOGY I AND IN

PAPER I OF TRILOGY II: WE HAVE NOT YET CONSIDERED IN DETAIL

WHAT EXECUTIVE WOULD BE MOST APPROPRIATE IN POST-1997 HONG

KONG IN TERMS OF STRUCTURE, COMPOSITION OR FUNCTIONS. THE

RELATIONSHIP BETWEEN THE EXECUTIVE AND THE LEGISLATURE IS

ANOTHER IMPORTANT ISSUE TO BE EXAMINED. WE SUGGEST THAT WE

FIRST NEED TO PRODUCE A PAPER OR PAPERS WHICH WOULD CLARIFY

OUR OWN IDEAS. THIS MIGHT THEN FORM THE BASIS FOR A PAPER TO

BE PASSED TO THE CHINESE. THEY PROFESS TO WELCOME OUR

WRITTEN CONTRIBUTIONS AND WE SHOULD NOT FEEL INHIBITED ABOUT

CONTINUING TO PRODUCE THEM. WE SHALL ALSO NEED TO CONSIDER

HOW TO BRIEF THE HONG KONG MEMBERS OF THE BLDC SPECIAL GROUP.

B) THE LEGISLATURE.

WE HAVE ADDRESSED SOME ASPECTS OF THE PROBLEM IN PAPER II OF

TRILOGY I AND PAPERS I AND II OF TRILOGY II. BUT WE NOW NEED

TO CONSIDER WHETHER THERE ARE MORE GENERAL IDEAS TO BE PUT

ACROSS TO THE CHINESE. AGAIN THE BEST SEQUENCE WOULD SEEM TO

BE PRODUCTION OF AN INTERNAL PAPER OR PAPERS, FOLLOWED BY THE

PREPARATION OF A PAPER FOR THE CHINESE. WE SHALL ALSO HAVE

TO BEAR IN MIND THE USE THAT MIGHT BE MADE OF BLDC MEMBERS.

THE JUDICIARY.

THE PROBLEMS OF CONVERGENCE MAY BE A LITTLE LESS COMPLEX IN

THIS AREA AND WE ARE UNDER LESS IMMEDIATE PRESSURE TO REFINE
