Sino-British Friendship Scholarship Scheme (SBFSS).

Problem

How should we mark the arrival of the first Chinese students to take up awards

under the Scheme?

Recommendation

I recommend that Mr Patten should mark the occasion by making a

presentation to the Chinese Ambassador and to Sir Y K Pao (or his London

representative).

Background and Argument

The Secretary of State signed the Memorandum establishing the

Sino-British Friendship Scholarship Scheme (SBFSS) with Vice-Premier Li Peng

and Sir Yue-Kong Pao of Hong Kong in June 1986. The Scheme will pay for up to

420 Chinese students to take up PhD and research level awards in Britain each

year for ten years. The costs will be met by the Chinese Government and the Sir Y K Pao Foundation, who will each contribute £1.4m a year, and by the ODA,

who will contribute £700,000 a year to the Scheme and also pay the British

Council's annual administration costs of £250,000.

The Commission which supervises the Scheme met in Hong Kong in June under

the chairmanship of Sir Y K Pao. It approved a programme of 380 awards for
