In my minute of 20 October (attached), I said that I would submit a note on
Sir Y K Pao's proposal for the new library in Ningbo, for inclusion in the
briefing Hong Kong Department are putting together for the Secretary of State.
2. I now attach a note, which raises no difficult issues. Hong Kong
Department have been asked to compile the complete briefing for this call by
tonight.
