case he should find a way of extending the one country two systems concept to Shamien Island as well. Gu Mu said that he would think about it: he commented that there were a great many people in China who would like to see the Hong Kong system applied more widely.
Sir Y K had made the usual pitch to the effect that the Governor should not miss development tricks. He had placed particular emphasis on the development of a new airport in Hong Kong.
Sir Y K spoke about the Thatcher Library at Ningbo. The Secretary of State had said that we would make books available to the value of £10,000. Sir Y K had also spoken about his project for a Deng Xiaoping library in some suitable British institution. The Secretary of State had directed him towards the Chairman of the Vice Chancellor's Committee, though he had been unable on the spot to remember his name. You might like to pass on Sir Mark Richmond's name to Stephen Pan. The Secretary of State also did not mention the British Council in connection with Ningbo.
Sir Y K had mentioned briefly some brouhaha which had taken place with the ODA on the question of the Secretary of the Joint Committee administering Sir Y K Pao's scholarship scheme. Apparently Sir Y K had suggested that his previous representative in London, William Lee, should serve as Secretary without taking a fee. This had not been acceptable to ODA. The matter had apparently been amicably resolved when Sir Y K saw Mr Patten earlier this week.
