Sir Eric, who is presently overseas, has asked me to send the attached memorandum as he is particularly keen for you to see it in advance of our meeting on Wednesday, February 11th, 1987.

The memorandum outlines our view of the rational development of Hong Kong's telecommunications. It refutes the opportunist views of particular interests in Hong Kong aided and abetted by BT.

In essence, our own views can be summed up as follows:-

There is no need for a second telecommunications network to duplicate the excellent one already in place. The recipient(s) of a cable television licence (or licences) should be instructed to use the existing network.

Competition, as much as Government wishes, can take place on the

network.
