1. I attach a draft of the speech I'am proposing to make on arrival at the swearing-in ceremony in City Hall. Such 8.
a speech is part of the well-established ritual of arrival. It comes in response to speeches of welcome made by the Acting Governor and the senior Unofficial member of EXCO.
