2. Capella spoke as if he knew you (possibly from your Hong Kong days?: he was involved in the Vietnamese Refugees problem in South East Asia in the late 1970s/early 1980s. He went on to be UNHCR representative in Beirut: and as a reward for his survival there is now on some sort of special project for Hocke, on the future of the UNHCR.
