What can be done to prevent an outflow of people, talent and
funds from Hong Kong between now and 1997?
The most important thing is for Hong Kong to remain confident
about its future. I do not think we need worry too much about stories of people and capital leaving Hong Kong. There has always been movement of people and capital both into and
out of Hong Kong. Hong Kong is a very mobile society both
upwards and sideways. Hong Kong's prosperity, indeed, depends to a large extent on its playing a full part in the
free market system. Indications are that more money has
been coming into Hong Kong than leaving it over the last few
years, and many people are returning to Hong Kong after
spending time elsewhere for study or business.
