Above all my feeling is one of pride in the
achievements of Hong Kong, its people and its Government.
In the course of my Diplomatic Service career I have seen
the territory grow and flourish over a period of some
25 years.
I spent four very happy years in Hong Kong as
Political Adviser to an earlier distinguished Governor,
Lord MacLehose. I have the greatest admiration for the
thriving society and economy that has been built up in
Hong Kong. I have come to know and to have the greatest
confidence in those who will now advise me, both
Councillors and Officials.

5. I plan to take up my new responsibilities in early
April. Before then I shall be briefing myself fully on
all aspects of the territory and its administration and

much to learn, both in the weeks ahead and after I have
taken up my job. Meanwhile I know that the administration

Governor, Sir David Akers-Jones, and an experienced team
of advisers and officials.

no doubt that challenging years of change
and development lie ahead for Hong Kong. But I am convinced

that its prospects are bright. I have confidence in Hong
Kong's future and the abilities of its people. I have
