All these problems would of course be minimised by improved terms of service. Recruits with high potential from among locals and expatriates could be attracted.

Improved prospects of advancement or betterment within the Judiciary might also be an inducement and I deal with them later.

A fresh look at training is also necessary. The Civil Service Training Centre would be ready to help. A joint effort by the Judiciary and the Civil Service Branch to mount a recruitment and special training programme to include courses at the Polytechnic would be the best way forward. With the help of the Senior Court Reporter the training programme should be specially devised for court purposes with emphasis on English as used in the courts. Students would have to be provided with shorthand machines.

The service in England and Wales is effective and economical probably because it is privatised. Reporters have the incentive of profit and are therefore prepared to make transcripts outside normal working hours as a general rule. This enables the courts to function with fewer court reporters.

I recommend that the next and very early step

step is the appointment of a small management team from within the Judiciary the head of which will be charged with :-

(1) speedily improving and developing the

existing arrangements;

(2) recommending a strategy for future

development;

(3) obtaining and co-ordinating support by the Finance Branch, the Civil Service Branch, the Civil Service Training Centre and an educational institution;
