The soundness of the working is the discharge of the proper functions. relationship between presider and listing officer is of overriding importance and will go very far to compensate for a shortfall in the desired characteristics of either. There are also other although lesser means of enhancing the efficacy of the listing function all of which will stem from good management by the administration.

An obvious and important one is training by which I mean systems for distilling the acquired wisdom of informed judges and officials and imparting it to the listing fraternity.
Service Training Centre could provide the appropriate expertise and help and I recommend that it be obtained. recognition of qualification might be considered after the scheme has
developed.
