What steps should be taken to improve control and
co-ordination in listing? Again I quote :·
"
Absolute clarity about who is responsible for listing is essential.
I have proposed a strengthening of the judicial hierarchy so that there will be a presiding judge, chief master, principal magistrate, chief presiding officer or chief adjudicator in each court or tribunal. It should be made apparent that the listing in each court or tribunal is done under the authority of the presider. It should also be seen that he is advised by one listing officer having the responsibility for the operation of the listing systems and for listing. It should also be clear that the whole system operates under the authority of the Chief Justice. It should also be practised and widely understood that the presider and listing officer work in continuous consultation with each other.
"
Listing systems as well as listing need constant attention. The administration at each court or tribunal should establish means of monitoring the performance and effectiveness of the listing, consulting practitioners and recommending improvements.
Listing officers should be carefully chosen and trained; they should remain in post for a reasonable length of time and they should have regular opportunities to meet with their listing colleagues throughout the Judiciary.

The Importance of Listing and Listing Officers
In very large part the effectiveness and efficiency of a judicial system are judged by its performance in listing. Most of the complaints about efficiency whether by the general public or the legal profession are on the subject of listing. Unfortunately, whilst there
is little praise of good listing there is condemnation of instances of
