replies. In the result the total of personal responses oral or written, valuable though they were, was therefore rather disappointing especially since some of the 29 were from outside the Judiciary. The Chief Justice called five meetings of judicial officers but they were expressly not intended to be substitutes for comment by individuals. Where a meeting had been preceded by such comment it was a most useful supplement. The meetings served essential purposes but could not of their nature produce extensive considered constructive reasoning or pursue many themes at length. Nevertheless, with the help of them and subsequently with other very helpful meetings and discussions I have obtained information and opinion sufficient for the purposes of this Report.
