5.

I appreciated an early visit and offers of assistance from

the President of the Law Society Mr. Brian Tisdall and members of the

Council of the Law Society and later a valuable discussion with members

of the Council led by the Vice-President Mr. Simon Ip; again I am

grateful also for written contributions.

6.

Mr. John Miller, Secretary-General of the Law Society, whom I saw in his recently relinquished capacity as Director of the Duty Lawyer Scheme, gave me a perceptive oral analysis and a written summary for which I am most grateful as I am to several officials of the Duty

Lawyer Scheme who put commendable effort into a set of instructive and constructive papers.

7.

Mrs. Selina Chow, and

The Chairman of the Consumer Council, the Secretary-General of the CMELCO kindly sent me useful summaries of some citizens' impressions.

&.

Professor D.M.E. Evans of the University of Hong Kong and his colleagues gave me their most helpful thoughts and also had the

patience to listen to mine.

9.

Mr.

Piers

I am most grateful to the Financial Secretary, Jacobs for giving me his own time and that of several of his senior

officers.

10.

Naturally, I made great demands on the time of the Legal Department and am greatly indebted to the Attorney-General, Mr. Michael

Thomas, Q.C., the Law Officers and a number of his other senior

officers for their invaluable help.

11.

The staff of the Civil Service Branch, led for my purposes by Mr. Nicholas Ng and Mr. Dominic Wong, have also been of the utmost

help.
