The third line of paragraph 8 states that appointments are made by the Governor "on the advice" of the JSC. The JSC is not currently executive, nor, as I under- stand it, is it intended that it should be executive straightaway. We should, therefore, substitute the words "after receiving" for "on". The Secretary of State still has a role, though as a matter of policy we will need to consider how long he needs to retain it.
Although paragraph 22 states that the maximum pen- sion remains at two-thirds, it does so in a way that may well be lost on those to whom this paper is addressed. I would have thought that it might be best to insert a new sentence at the end of paragraph 21 to the effect that "the maximum pension will re- main at a two-thirds of the retiring salary."
