pay scale are determined on the advice of the Standing Committee on

Directorate Salaries and Conditions of Service and those of the

remainder on the advice of the Standing Commission on Civil Service

Salaries and Conditions of Service. The Hong Kong Government plans to introduce a separate (although not necessarily higher) pay scale for all members of the judiciary and to provide for pay levels to be

determined on the advice of the Standing Committee on Directorate

Salaries and Conditions of Service but sitting as a Standing

Committee on Judicial Salaries and Conditions of Service. The

Standing Committee would also advise on conditions or service for

all members of the judiciary.

It is considered that the above arrangements will have a

two-fold value. First, they will enable the salaries and conditions of service of all members of the judiciary to be examined by the

same advisory body. Secondly, they will enable members of the

judiciary to be provided with pay and conditions of service

appropriate to the need to attract local and expatriate lawyers of

the right calibre, experience, and qualifications.

In addition the Hong Kong Government plans that the pay and allowances of members of the judiciary should be provided for by

law. This represents another step in the direction of reducing the

direct connection with civil service procedures and should increase the attractiveness for local lawyers of the judiciary's terms of

employment.

(B) CAREER SECURITY

The Hong Kong Government plans to take the following

measures to give greater career security to members of the judiciary.
