Thank you for your letter of 19 December.
2. I, too, was struck when I first saw it by the size
of the suggested establishment for the Consulate-General.
It remains our best estimated at present of what will be
required, and Tony Galsworthy even thinks it may be slightly
on the low side at least for the first year or two after
1997.

We see no overriding need to arrive at a firmer view
on the establishment before the State Visit. But we shall
be taking another look at the list once we have
Teddy Youde's comments also. I am sending him a copy of
this letter, and hope he may be able to let us have his
views if necessary on the establishment point only at
before long.
