The staffing profile for the post-1977 Consulate-

General also seemed to me very large when I first saw it.

It was drawn up on the basis of discussions between PPD

and HKD I have since discussed the matter further with

HKD and both the staffing level and the related question of

future demand for Cantonese speakers is the subject of

separate minuting with the Administration.

Present indications are that the staff anticipated, although large, will in fact beheeded at least for the

period immediate after 1997. Further refinement of the

assessments may alter this view. There is no need to make

any firm decision at present. Equally, I see no need to

talk to the Chinese at this stage and at least until we are

quite clear about our own wishes about accommodation. I

therefore agree with the line taken in the temporising reply

to the Ambassador.
