HONG KONG: JOINT LIAISON GROUP AND CONSULATE-GENERAL

1. Mr Fuller, in his minute of 11 February to Mr Goodenough, suggested a meeting to discuss the proposals for the Joint Liaison Group (JLG) and future Consulate-General in Hong Kong.
2. Mr Goodenough has accordingly asked me to chair a meeting, which I suggest might take place in my room on Tuesday 11 March at 11 am. I hope you, Mr Galsworthy and possibly also Mrs Campbell would be able to send representatives. FED would also be welcome to send someone, if they wish.

3. The first object of the meeting will be to discuss the staffing of the JLG from 1 July 1988. On the staffing of the Consulate-General, we still await comments from the Governor: I hope that paragraph 3 of the PUS's letter of 17 January to Sir R Evans will evoke something from him before long. But we could usefully review, at least in broad terms, the outline establishment drawn up last year following the meeting chaired by Mr Morris (PPD) on 30 April 1985, in light of subsequent comments including Dr Wilson's in his minute of 20 January to Mr Fuller.{
