The
representative of the JLG will remain in being to the year 2000, ie for 3 years after the creation of the Consulate-General. following points were made about the outline establishment drawn up in 1985:
(i) the Senior Grade Consul-General could also be
Head of the JLG. He will need to speak Mandarin;
(ii) an extra DS5 will be needed for the Political Section
if JLG activities are continued and subsumed within the Consulate-General. A Mandarin speaker will be required in Political Section;

(iii) the Commercial Section will also be larger, if the South China Trade Unit is to be incorporated. Cantonese speaker will possibly be needed;
(iv) it would be preferable to bring the Information Section closer to the Political Section to make best use of their manpower;
(v) Home Office views on both the size and staffing
of the Consular Section will need to be sought before the final structure is set. A Cantonese speaker is likely to be needed;
(vi) the 2 x DS10 for Registry/Communications might
be insufficient;

4. Accommodation was not discussed in detail (the Head of OED was currently visiting Hong Kong). But the facilities required for the various Sections would need to be carefully examined with OED in due course. Space might also be required, at least in the earlier years, for an MOD Attache (acredited in Peking but resident in Hong Kong) or civilian. Possible requirements for British Council staff should not be overlooked.
