of the Fugitive Offenders Act 1967 and that the acts or

omissions constituting the offences would, if they took

place in the United Kingdom, where Lorrain Esme Osman

and Mohammed Hashim Shamsudin are presently residing,

constitute offences against the laws of the United

Kingdom.

I assert that

(1) the offences of which Lorraine Esme Osman and

Mohammed Hashim Shamsudin are accused are not

offences of a political character;

(2) the request for their return is not in fact

made for the purpose of prosecuting or

punishing them on account of their race,

religion, nationality or political opinions;

(3) they will not, if returned, be prejudiced at

their trial or punished, detained or

restricted in their personal liberty by reason

of their race, religion, nationality or

political opinions;
