I am directed by Secretary Sir Geoffrey Howe to transmit to you herewith, to be laid before Mr Secretary Hurd, a copy of a letter dated 21 January 1986, together with its original enclosures, from the Governor of Hong Kong requesting the rendition to Hong Kong of Lorrain Esme Osman and Mohammed Hashim Shamsudin.
Sir Geoffrey Howe requests that the necessary steps be taken to give effect to this application if Mr Hurd sees no objection.
