a draft Order under sections 2, 17 and 21 of the Extradition Act 1870, which would apply that Act (and the subsequent Extradition Acts) in respect of Hong Kong in accordance with the arrangements with the United States.
It would be our intention to make the draft Orders ((8) and (9) above) when the necessary consultation within Hong Kong and with the Chinese has been completed, ideally at the Privy Council in February 1987.
