ratification, it being understood that application of the treaty to Hong Kong will be suspended until the United Kingdom notifies the United States by diplomatic note that the consultations have been completed and the necessary

orders signed.

If the foregoing proposal is acceptable to the

Government of the United States of America, the Secretary of State has the honour to propose that this note and the Ambassador's reply shall constitute an agreement between the two Governments concerning the Supplementary Extradition Treaty between the United Kingdom of Great Britain and Northern Ireland and the United States of

America signed at Washington on June 25, 1985.

The Secretary of State avails himself of this opportunity to express to the Ambassador of the United

States of America the assurance of his highest

consideration."

The Ambassador has the further honor to inform the Secretary of State that the foregoing proposal is acceptable to the United States of America, and that his note and this reply concurring therein shall constitute an agreement between the two Governments concerning the Supplementary Extradition Treaty between the United States of America and the United Kingdom of Great Britain and Northern Ireland signed at Washington on June 25, 1985.

The Ambassador of the United States of America avails himself of this opportunity to express to the Secretary of State the assurance of his highest consideration.
