The Ambassador of the United States of America has the
honor to acknowledge receipt of the Secretary of State's
note of
which reads as follows:
"Her Majesty's Principal Secretary of State for
Foreign and Commonwealth Affairs has the honour to refer
to the Supplementary Extradition Treaty between the
Government of the United Kingdom of Great Britain and
Northern Ireland and the Government of the United States
of America signed at Washington on June 25, 1985. The
United Kingdom has completed the acts necessary under its
law to implement the treaty in the United Kingdom and in
all the dependent territories named in the Annex to the
Treaty save for Hong Kong.

of Hong Kong the Parties have established a procedure for
consultation in respect of the creation of any new inter-
national rights and obligations for Hong Kong which could
extend beyond 1997. It will not be possible to complete
those consultations and to issue the necessary orders
applying the treaty to Hong Kong before the end of 1986.
