FRANCE

The French instrument of ratification contains the following reservation and declaration:

(Translation) With regard to article 31, France does not consider itself bound by the provisions of paragraph 2 and declares that disputes relating to the interpretation and application of the Convention which have not been settled through the channels provided for in paragraph 1 of the said article may be referred to the International Court of Justice only with the consent of all the parties to the dispute.

GERMAN DEMOCRATIC REPUBLIC

The instrument of accession deposited by the German Democratic Republic contains the following reservations and declarations:

In respect of Article 19, paragraphs 1 and 2

The German Democratic Republic does not consider itself bound by the provisions of Article 19, paragraphs 1 and 2, of the Convention, insofar as they concern States which have no opportunity to become parties to the Convention in accordance with Article 25.

In respect of Article 31, paragraph 2

The German Democratic Republic does not consider itself bound by the provisions of Article 31, paragraph 2, of the Convention, which provides for compulsory jurisdiction by the International Court of Justice, and, with regard to the competence of the International Court of Justice for disputes relating to the interpretation or application of the Convention, holds the view that in any such case the consent of all parties to the dispute shall be required to refer it for decision to the International Court of Justice.

The German Democratic Republic considers that the provisions of Article 25 of the Convention are inconsistent with the principle that all States pursuing their policies in accordance with the purposes and principles of the Charter of the United Nations shall have the right to become parties to conventions affecting the interests of all States.

In respect of Article 27

The position of the German Democratic Republic on the provisions of Article 27 of the Convention, insofar as they concern the application of the Convention to colonial and other dependent territories, is governed by the provisions of the United Nations Declaration on the Granting of Independence to Colonial Countries and Peoples (Res. 1514 (XV) of 14 December 1960) proclaiming the necessity of bringing colonialism in all its forms and manifestations to a unconditional end.
