DANGEROUS DRUGS MANUFACTURING CENTRES NEUTRALIZED-1985 Manufacturing Centre Neutralized and 5.5 kgs Heroin and 2.8 kgs Heroin Base seized by NB Case Reference: Y/RB/X2781/85
On 23 January 1985, Narcotics Bureau officers arrested four Chinese males in Man Lau Street, Yau Ma Tei and seized 3 kgs of No. 3 heroin from one of the males. A search of an address at 8th Floor, Hang Hong Building, Tam Kung Road, To Ka Wan revealed a heroin manufacturing centre which was suspected to be in operation for the past two months. A further 2.5 kgs of No. 3 heroin, 2.8 kgs of heroin base, 80 kgs of caffeine and other chemicals and paraphernalia for manufacturing heroin were seized at this address.
Officers subsequently searched an address at 14 Hanoi Road, 1st Floor where they seized 3 kgs of No. 3 heroin, 1 kg of caffeine and packaging equipment. Two Chinese males were arrested at this address. Result: Two defendants were sentenced to eight and nine years imprisonment respectively whilst the
other two were acquitted.
Manufacturing Centre Neutralized and 12 Kgs Heroin Base, 1.8 kgs Opium & 400 gms No. 4 Heroin seized by NB

On 4 February 1985, as part of an ongoing operation, Narcotics Bureau officers seized 12 kgs of heroin base when they arrested 2 Chinese males at Kai Yip Estate, Ngau Tau Kok carpark. A subsequent search of an address at Ku Lung Village, Sheung Shui, revcaled a further 450 gms of No. 4 heroin, 1.8 kgs of dehydrated opium and 80 small bottles of strychnine hydrochloride and quinine. A further Chinese male was arrested at this address.
Result: One defendant was sentenced to 10 years imprisonment whilst the other was acquitted. Manufacturing Centre Neutralized and 7 kgs of Heroin seized by Customs
Case Reference: CIB/1/64, 65, 66 & 69/85
On 28 February 1985, Customs officers scized a total of 7 kgs of No. 3 heroin and neutralized a manufacturing centre when they raided a number of addresses in the Kowloon area. At an address at Mong Kok they seized 2 kgs of No. 3 heroin and arrested a Chinese male; at an address at To Kwa Wan they arrested two Chinese males and seized 60 kgs caffeine, 1.5 kgs of No. 3 heroin and manufacturing equipment; and a further 3.5 kgs of heroin was seized as a result of further raids. A total of eight Chinese males were arrested during the operation.
Result: One defendant was sentenced to nine years imprisonment and the other two were sentenced to
eight years each.
Manufacturing Centre Neutralized and 23 kgs Heroin seized by UB/HMT and NB
Case Reference: HMT/CCR/2707/85
On 6 July 1985, a S/Sgt and a Sgt from UB HMT uncovered a dangerous drugs manufacturing centre at Flat B, 14th Floor, 459 Chatham Road, Hung Hom, where approximately 23 kgs of freshly manufactured No. 3 heroin were seized. The two officers went to the above flat to investigate an activated burglar alarm. However they were refused entry by the occupants. On forced entry, the officers found a full set of dangerous drugs manufacturing paraphernalia including 3 micro-wave ovens which were in the active process of manufacturing. The case was handed over to NB for further investigation. In addition to the above items, 100 kgs of caffeine, large quantities of strychnine, quinine and hydrochloric acid were also seized. The retail value of the drugs seized is estimated to be $1.5 million. Result: Two defendants were sentenced to 14 years imprisonment each.
Manufacturing Centre Neutralized by NB with 40 kgs Heroin seized
Case Reference: ST/CCR/3782-4/85
On 8 November 1985, NB officers neutralized a Dangerous Drugs laboratory at a residential flat in Shatin Court.
Approximately 40 kgs of freshly manufactured, No. 3 heroin was discovered inside the premises of which 14 kgs was packed into one pound bags ready for distribution. A very large quantity of chemicals and equipment associated with heroin manufacture were also found. This equipment included five microwave ovens and a large drying cabinet. Two Chinese males were subsequently arrested.
The heroin seized in this case has a street level retail value of around HK$4 million. This is the largest amount of heroin to have been discovered by the Narcotics Bureau in a single laboratory since 1973 and the production capability of this laboratory is the greatest ever found in Hong Kong.
