US/UK SUPPLEMENTARY EXTRADITION TREATY: HONG KONG
1. Thank you for your letter of 9 December enclosing Dalton's draft of an exchange of notes on application to Hong Kong.
I now enclose а copy of a revised version of the UK note drafted by Dalton. The US reply incorporating the text of the UK note would, of course, need to be altered accordingly.

We have replaced Dalton's formula referring to the Joint Declaration with Jeremy Hill's, which we think more satisfactorily expresses the situation.

We have inserted a reference to the amending Exchange of Notes of August 1986 in paragraph 1 and to the 1972 Treaty in paragraph 2, essentially for clarification purposes.

The use of 'steps' is in our view preferable to 'acts' or 'procedures' in a description of the measures being taken towards preparing for implementation of the Treaty in respect of Hong Kong.

It would be more in accordance with our usual practice for notes of this kind, to be exchanged in London, to be couched in first person rather than third person form. Our preference would therefore be to make this further, purely formal, change, unless Dalton sees objection. But this is by no means a sticking point!
