UK/US SUPPLEMENTARY EXTRADITION TREATY
This note invites Ministers to approve the attached draft press release which could be issued to mark the ratification of the UK/US Supplementary Treaty. It is not yet clear when the exchange of instruments of ratification will take place, but FCO still hope that this will be before Christmas. The uncertainty arises from the need to agree the wording of an exchange of notes to cover the temporary exclusion of Hong Kong from its application. The special consultation arrangements which have been agreed with China have meant that agreement to the application of the Supplementary Treaty to that dependent territory has not yet been given. This need not however hold up the bringing into force of the Supplementary Treaty for the UK itself and all the other dependencies. We will pass on the proposed date of ratification as soon as we know it.

I should be grateful to know whether Ministers are content that the attached press notice should be issued on the day of ratification.
