My predecessor, Olivia Walker, minuted to you on 28 August about the procedures to be followed when this act invoked in respect of Hong Kong. In the light of you r responses we wrote (copy attached) to Stone in Hong Kong on 12 December, whose reply dated 31 January is also attached.
