the procedures outlined above and applicants should be directed to the local "Central Authority" as appropriate. They will also need to be told that under Article 5(3) of the European Convention and Article 26 of The Hague Convention, the Central Authorities will meet the costs of recovery of the child (but not the implementing of its return, ie fares). In the cases of Canada and France such costs will be limited to those provided for under the legal aid scheme. Enquirers should also be advised to read the relevant parts of the two Conventions.
5. Copies of the Act and the two Conventions are being sent separately to posts in those countries which have ratified one or both Conventions, together with the addresses of the Central Authorities in those countries. Relevant posts will be notified as and when other countries ratify the Conventions.

An amendment to Volume 29, Chapter 4 of Diplomatic Service Procedure is being issued separately.
