EC/EFTA WORKING PARTY ON A PARALLEL CONVENTION TO THE 1968 EC JUDGEMENTS CONVENTION
1. Thank you for your letter of 19 June and enclosures, which were very helpful in setting out the background and the current issues. We met to discuss these in my office yesterday. Also present were Ian Mathers (DTI) and, from the FCO, Glynne Evans (ECD (E)), Clinton Leeks (Hong Kong Department) and Brian Canty and Hilary Arthur of West Indian and Atlantic Department (which has general responsibility for Dependent Territories questions).
2. It may be helpful if I summarise the conclusions in the same order as in your letter:

Ian Mathers and I were content with the compromise formula set out on page 2 of your letter. As a matter of drafting, we agreed that the words "in that trade or commerce" in line 5 were
unnecessary, but that it did no harm to leave them if others could not agree to their deletion.
Final Clauses
4. On accession by third States (ie non-EC or EFTA countries), we agreed that keeping this option open was a relatively low priority. Nevertheless, you agreed to make direct enquiries of the Canadians (again), the Australians and New Zealanders to see if they are interested in becoming party to these arrangements.
5. The bulk of our meeting was concerned with the question of extension to Dependent Territories. We agreed:
