You will appreciate that before we can give any views beyond a preliminary reaction to your enquiry we will need to obtain the views of the High Commission in Brunei on the probable
Bruneian reaction. However we assume that Brunei will confirm our own initial view that the Bruneians will prefer to maintain
present arrangements for as long as possible. We would also need
Brunei's assessment as to whether the Bruneians would be likely
to respond by asking HMG to provide judicial assistance after yours is terminated, since we should not be in a position to meet this request
