(Chapter 124)
RESUMPTION OF LAND FOR BORROW AREA
AT TSING YI AREA 28 FOR KWAI CHUNG CONTAINER TERMINAL 6 DEVELOPMENT, TSUEN WAN, NEW TERRITORIES
Introduction
The purpose of this memorandum is to seek Members' advice on the proposed resumption of land at Tsing Yi Area 28 for the extraction of a portion of the fill material required for the reclamation of Kwai Chung Container Terminal 6.
Background

On 26 November 1985 having considered memorandum: XCR (85)230,. the Council advised and the Governor ordered that a private treaty grant of 28.72 hectares at Kwai Chung Lot No. 6 as shown on the plan at Annex A to that memorandum should be made to Hong Kong International Terminals Limited on the basic terms described in paragraph 7 thereof.

The basic terms inter alia provided that the Hong Kong International Terminals Limited would be permitted to extract up to a maximum of 3 million cubic metres of fill (including rock) from an agreed borrow area on Tsing Yi Island. It is estimated that the development of Container Terminal 6 will require approximately 10 million cubic metres of fill material and it has been agreed that the balance of fill required will be provided by Hong Kong International Terminals Limited at its own expense and risk from a marine source located off North Lantau

In order that advance works may commence, site. possession of the borrow area on Tsing Yi Island is required to be given in April 1986.
