I managed to track down the Earl of Buckinghamshire, who turned out to work for the Hong Kong and Shanghai Bank. He was very vague about his exact interest in immigration from Hong Kong, but said that during a recent visit to the territory he had come under attack for the Government's policy on it, whatever it was.

After discussion we agreed that Mr Eggar would write to him, explaining very briefly:

(i) the nationality provisions made for BDTCs; and

(ii)

had

our policy on settlement and British nationality for Hong Kong residents with money to invest in the UK (the "fat cat" policy). The Earl of Buckinghamshire heard complaints that countries like. Australia and Canada were much more liberal in this connection.

Please could a draft be prepared.
