REPATRIATION OF BRITISH NATIONALS (OVERSEAS) (BN(O)S) TO THE HONG KONG SPECIAL ADMINISTRATIVE REGION (SAR)

PROBLEM

1.

Should we continue after 30 June 1997 to repatriate

destitute Hong Kong BN (0)s from third countries to the Hong

Kong SAR, if necessary at HMG's expense? Should we be prepared

to say so, if asked, in the context of the present exercise to

explain BN (0) status to third countries? Should we extend the

repatriation facility to Hong Kong British Overseas Citizens

(BOCs)?

RECOMMENDATION

2.

I recommend that we should in principle accept the

hypothetical repatriation consequences of BN (0) status. I also

recommend that we should, if asked, confirm that this is our

intention. I also recommend that Hong Kong BOCs should receive

similar treatment. HKD, FED, NTD and Finance Department concur.
