Your note of 15 December asked for comments on the idea of pursuing discussions with the French in Paris.

The short answer to your questions is that we accept the need to enter into further discussions with the French; I am sure that the Home Office would wish to participate; the week beginning 5 January would be too early but, like you, could agree to any time in late January or February; and it would seem appropriate for the talks to take place in Paris.
If Paris is to be the venue then I do not think that the participation of more than one Home Office representative could be justified. It is questionable whether a single representative should be from this Division, B4 or ISHQ. I am therefore copying these papers to Mr Barrell at ISHQ with the suggestion that perhaps we can sort this out with Mr Emery nearer the time.
