Certificates of Identity (CIs) issued by the Hong Kong
Government before 1 July 1997 will be recognised by
the authorities of the SAR after that date?
A specific agreement on this point has been reached
with the Chinese Government. Copies of an exchange of memoranda which records this agreement dated 27 November
1986 are attached. It will be seen that the Chinese

issued by the Hong Kong Government between 1 July 1987
and 30 June 1997.

(iii) Mrs Gonzales also referred to the points regarding
returnability to Hong Kong of BN (0) passport holders mentioned in the Embassy's Note of 29 October as having been agreed with the Chinese Government. said that the Philippine Government had sought
confirmation of these agreements from the Chinese
authorities but had not received a clear response.
This point was covered in an exchange of memoranda between the British and Chinese Governments dated
11 April 1986. Copies of this exchange are attached. Paragraph 4 of the Chinese Government's memorandum
is particularly relevant. The British Government have recently reminded the Chinese Government of
this undertaking.
