Wang's statements as reported by Holter that (a) BN (0) passports could be used until replaced by SAR documents and (b) that those eligible could hold both BN (0) and SAR passports for a "transitional" period strike an odd chord. I imagine that with (a), Wang meant no more than that bearers of valid BN (0) passports could continue to use them for travel until they chose to use SAR passports for this purpose. The point Wang is likely to have been trying to make with (b) is that the new arrangements themselves are "transitional" in nature and not that there would be a set period after which both BN (0) and SAR passports could not be held concurrently by the same individual.

Despite the ambiguities in paragraph 7 above

(and any others you or Hong Kong spot), Wang's response to the Norwegians was forthcoming and positive. I hope that Holter's report will put to rest any Norwegian anxieties over "returnability"
