When we talked on December 19th I expressed to you the thought that the country's prosperity and employment would gain significantly if we could bring in more entrepreneurs, and that our economic and moral duties might permit us to encourage the settlement here of suitable people from Hongkong.
It would be sensible to limit those whose entry might be facilitated by setting, for instance, a financial threshold, so as to admit those particularly whose propensity for wealth creation and therefore job
has been proven.
