FACILITATING TRAVEL TO THIRD COUNTRIES

1. Thank you for your letter of 31 October to David Le Breton reporting the Fijian reaction to your approach concerning the introduction of BN (0) status.

2.

Passports issued to BN(O)s will be in the standard format but distinguished by the following features:

1) the national status on page 1 showing the holder as

British National (Overseas);

2)

3)

the endorsement showing that the holder has right of abode. in Hong Kong;

the endorsement indicating that the holder does not require a visa to visit the UK.

In the case of passports issued in Hong Kong, items 1) and 3) will be pre-printed in the passport and item 2) will be stamped. Actual samples of the pre-printed (Hong Kong issue) passports will not be available until the first batch is received there in about April 1987, but I am copying this letter to Hong Kong with the request that they provide you with specimens when available.

3. I confirm that BN(O)s will be Commonwealth citizens under Section 37 of the BNA 1981.
