Finally we should also take
(i) the possibility that there may be a few non-ethnic Chinese
BDTCs in Hong Kong who might decide not to take up their entitlement to BN(0) status. Under the terms of the Hong Kong Nationality Order in Council, any Hong Kong BDTC who for any reason does not acquire BN(0) status before 1 July 1997 and who has no other nationality, will automatically become a British Overseas Citizen (BOC) on 1 July 1997; and
(ii) the children and grandchildren born after 1 July 1997 of
former Hong Kong BDTCs, who would also become BOCs if they would otherwise be stateless.
We must logically and in fairness concede the facility of last resort repatriation to these further groups of British nationals with a Hong Kong connection, if this facility is to be given to BN (0)s"
