LOCALLY ENGAGED PERSONNEL, HONG KONG, NATIONALITY ISSUES
Concern among locally engaged Service personnel (LEPs) in Hong Kong about a range of matters including nationality and passport issues has recently been brought to our attention and Commander British Forces Hong Kong has indicated that he believes he needs to make some sort of general statement to LEPS which will cover matters of concern at Chinese New Year (January 1987). I would be grateful for your assistance in clarifying a number of points for use in his statement.

Retention of LEPS is considered by the Services in Hong Kong to be a key issue as most personnel will be required through to 1997; it is considered to be important therefore that they are properly informed of their position. The main points that have been raised are as follows:
a.
What guarantee can be given that existing full British passport holders are going to be able to renew with full · British passports? In this context the case of an LEP has been mentioned who in 1972 whilst serving in the UK made application for a British passport and was accepted. However, subsequent to 1982 he has made several applications to renew that passport, which he had allowed to expire, but these have been rejected. This of course gives rise to misgivings on behalf of those other LEP who hold full British passports.
b. Will all BDTC passport holders automatically have the right to renew BDTC passports up until 1997, without further tests?
C. Will all BDTC passport holders automatically have the right to be issued with BN(0) passports post 1997?
d. Will all Certificate of Identity holders whether Locally Engaged Service or civilian personnel have the right, rather than mere eligibility to BN(D) passports?
There is a time limit on certain types of application under BNA 81 does this limit count from 30 October 198 ?
