1. We spoke about your draft telegram to Hong Kong replying to their telegram 3460 reporting their discussion with the Canadian Acting Commissioner.

I attach a suggested rewording of the first page of the telegram as we believe we should discourage the Hong Kong Government from getting too involved in detailed discussion of a possible confidential agreement between us and the Canadians, similar to the one concluded for BOCS. It also incorporates David McDonough's suggested insertion.
