FACILITATING TRAVEL TO THIRD COUNTRIES
You will have received a copy of the letter of 16 October from Stockholm reporting the outcome of the Ambassador's approach to the Swedish authorities.
2. Subject to any comments you may have, I would propose replying on the following lines to the point raised with the Ambassador about the replacement of passports lost by BN(0)s:-
"Paragraph 4 of the Ambassador's minute suggests that Mr Correll is under the impression that passports showing BN(0) status will normally be one-off documents issued only up to 30 June 1997. While BDTCs who wish to acquire BN(0) status must do so and be issued with their first passport in that status before 1 July 1997, they will retain that status for life (unless they renounce it). Further passports will be issued to them in the normal way both before and after 1 July 1997 to replace passports which have expired, have become full, or have been reported lost or stolen. The normal procedures for the replacement of lost or stolen passports will apply. Applications will be dealt with by the nearest passport-issuing post and, where necessary, checks will be made with the post which issued the missing passport before a replacement document is issued. A central register will also be kept of all those who have become BN (O)s and this will remain in British hands after 1997."
3. I shall be grateful to hear what form of reply you think
should be made to the point in paragraph 3 of the Ambassador's minute. The arrangements for the issue of passports to BN(0)s have obviously been discussed with the Chinese and they have been given a copy of the Note which was sent to foreign and Commonwealth Missions in London. I presume however that there would be no question of their issuing any supportive statement on the lines the Swedes would seem to favour.
