I attach draft Regulations and Deprivation Rules for status of British National (Overseas), on which the Home Office seek our comments. I also attach a copy of a covering letter from the Home Office and a minute from NTD.

You wil1 see from paragraph 3 of the Home Office letter that they also seek our
views
on whether the Channel Islands and Isle of Man and other dependent territories should be able to issue BN (0) passports. The argument in favour of including these territories in the list of "appropriate authorities" to whom applications can be made seems politically sensible. time we see the force of the practical difficulties which Miss Veale describes and are therefore inclined to agree that it would not be necessary for these territories physically to issue the passports.
