5. Lic Flores also mentioned the Mexican authorities' concern about the growth of the Chinese communities in Baja California, and, despite the Consul's arguments to the contrary, he foresaw an increasing number of Hong Kong Chinese trying to settle in Mexico before 1 July 1997. Lic Flores explained that, apart from legitimate refugees, there were thousands of Central Americans living illegally in Mexico. Those who failed to gain entry to the US inevitably remained in Mexico and, with the present economic situation, Mexico simply could not support any more immigrants, whatever their origin.
6. We will continue to press the Director General of Immigration for a decision on our request for the issue of 30 day visit visas without reference but doubt whether we will receive a satisfactory reply.
